Overview

On September 26, 2022 a project permit was issued to Vancouver Fraser Port Authority (the Applicant) to undertake works that will allow the consolidation of two existing auto terminal operations (Annacis Auto Terminal and Richmond Auto Terminal) to the Annacis Auto Terminal site at 820 Dock Road, Delta (on Annacis Island in the Fraser River) on federal lands managed by the Vancouver Fraser Port Authority. The project was approved subject to 44 permit conditions applicant must meet to ensure the project does not result in significant adverse environmental effects. Construction is expected to begin in fall 2022 and be complete in fall 2023. For more information about the project and construction activities, please go to applicant’s website. About the project The Vancouver Fraser Port Authority owns two properties on the Main Arm of the Fraser River that are currently leased to Wallenius Wilhelmsen Solutions (WWS) and which are utilized for the import of automobiles that are manufactured overseas. These terminals are the Annacis Auto Terminal (AAT) located on the north bank of the Fraser River at the upstream end of Annacis Island, and the Richmond Terminal (RT) located on the north bank of the Fraser River upstream of the George Massey Tunnel. The Applicant will optimize the AAT facility to be able to handle the combined throughput of WWS operations. This project is expected to increase the annual terminal capacity of AAT from approximately 352,000 vehicles to 480,000 vehicles. The following improvements are planned:
  • Enhancement of the existing rail capacity through the extension of existing track sidings and the addition of new track sidings to increase the rate of vehicle imports
  • Installation of electric vehicle charging stations and the infrastructure needed for future expansion to suit future consumer demand and government climate action policies
  • Demolition, replacement and refurbishment of existing terminal buildings and other vehicle processing and handling facilities in order to optimize terminal operations, including:
    • Ground improvements after the pre-existing buildings have been demolished and removed in order to prepare the ground for the construction of the new Processing Building
Project activities and components
  • Expansion of the Rail Side 1 and Rail Side 2 railyards:
    • Extension of tracks 1, 2 and 3 on Rail Side 1 to accommodate an additional twelve (12) rail cars on each extension, with loading pads positioned between blocks of six (6) rail cars
    • Addition of four new tracks and switches to Rail Side 2 that will accommodate six (6) additional rail cars on each track, to run parallel to existing Tracks 5 through 8. The new Tracks will be built to the east and parallel to Track 8.
  • Installation of electric charging stations:
    • Installation of the infrastructure and equipment to support up to eight (8) electric car charging stations, and installation of four (4) electric car charging stations
  • Demolition and replacement of existing facilities and addition of facilities:
    • Demolition of Building Accessory Shop #2
    • Demolition of Building Mechanical Shop #1
    • Demolition of the Paint and Body Shop to slab level, with the exception of the electrical enclosure at the northwest corner of the building which would remain
    • Demolition of the Shed and Canopy attached to the Parts Warehouse
    • Construction of a New Processing Building and associated ground improvement works, to be located between the existing Parts Warehouse and Accessory Shop #1
    • Replacement of the asphalt floor in the Parts Warehouse with a concrete floor
    • Pavement resurfacing and utilities as required for the above items
    • Miscellaneous yard rehabilitation, including but not limited to pavement resurfacing, drainage and other utility adjustments, access control, security, and pavement markings
